Two NSCN (IM) members arrested from Tirap

ITANAGAR, Jun 19: In a major breakthrough security forces arrested two NSCN (IM) members from Tirap district on 16th and 17th of this month. The arrested include a SS Lt Col and one SS Major of NSCN (IM).

According to the press release issued by Arunachal Pradesh Police SS Lt Col Phungreisung Tanghkhul alias Asang resident of Somtal village under Ukhrul district of Manipur was recently posted as commander of NSCN (IM) for Tirap, Changlang and Longding Districts. Other arrestee SS Major Thongwang Aran hails from Kaimai village, Tirap district. Security forces recovered 2 AK 56 rifle, 2 AK 56 magazines, 40 rounds ammunition of AK 56 and cash Rs 235600 collected through extortion.

In another operation, yesterday security forces recovered large cache of arms and ammunitions from Tirap. In this connection a case vide FIR no. 49/2014 u/s 121/121A/122/120B/384/506/34 IPC read with section 25 (1A) Arms Act/ 16 (b) UAP Act has been registered at Khonsa police station.

 

3 arrested, illegal arms recovered

ITANAGAR, June 19: While conducting a special operation a team of city police headed by SI A K Pandey today arrested three persons and recovered two 0.32 Pistols and 17 live rounds from their possession.

The arrested persons were identified as Bengia Kame, 46, of Koloriang, Raj Pegu, 26, of Laluk, N. Lakhimpur and Pranab Saikia, 40, of Bihpuria, N.Lakhimpur. Further investigation is going on. This was informed by Capital SP Seju P Kuruvilla in a release.

 

Baby girl abandoned

ITANAGAR, June 19: A new born baby girl was found from Kullung Village, Mengio in Papum Pare on June 4. The baby, possibly abandoned, was found near the road by a passerby who took care of the baby before handing it over to the sisters at the Missionary of Charity, Naharlagun on June 10. Any claimant of the baby girl can reach the Missionary of Charity at 0360-2001104 latest by June 25.

 

Appeal to release pending salary

ITANAGAR, June 19: All Arunachal Sarva Shiksha Abiyan Teachers Association (AASSATA) today pleaded the state project director SSA Rajya Mission to released pending salary of three months (April, May and June 2014). Claiming that teaching fraternity who are working under SSA are facing untold woes as many of them are relying on payment to send their wards to the schools, a release added.

 

Assurance to activate BSNL tower

ITANAGAR, June 19: The BSNL authority yesterday assured the Toru Circle Students Union (TCSU) to make the BSNL tower operational within two months.  This assurance came after  hour long discussion the union had with BSNL GM, AGM, DGM at Kheel IB  yesterday regarding activation of BSNL tower which was erected in 2009.

While citing various problems in making the tower operational,  the BSNL GM, however, assured to make it operational within two months if he could manage satellite equipment from higher authority, the Union said in a release. “If such facilities are not available there then he further assured to setup mini link at 19 miles with connection to said tower within this December,” the union claimed.

The union, however, threatened to raise the issue again if there is no work progress as assured for activation of the tower.

 

AESDSU expresses concern over influx of non-APST without ILP

ITANAGAR, June 19: Expressing concern over the influx of non-APST’s without ILP in East Siang district, the All East Siang District Students’ Union (AESDSU) has asked the DC to check the influx of unwanted elements from outside.

In its letter to the East Siang DC, it said, the influx of non-APSTs without ILPs are outnumbering the local inhabitants not only in urban but also in rural areas, thereby making subsequent increase in petty crimes, communal disharmony and unstopped cases of most drug addiction and rape/murder cases.

The district administration never takes cognizance of the serious problem even when the civic bodies and students union inform them about it time and again, it rued.

Capacity building training for master trainers held

ITANAGAR, June 19: A three-day review meeting cum capacity building training for master trainers of community trainings on various activities pertinent to Sarva Shiksha Abhiyan particularly community mobilization, media, right of children to free and compulsory education and special focus district was held here from June 16 to 18. Speaking on the occasion state project director Opak Gao emphasized the need for sincerity, punctuality and dedication.

 

Mass social service

ITANAGAR, June 19: The GBs, PRI leaders, teaching staffs, students, youths and general public of the Balapu area participated in a mass social service in the campus of the school organized by the School Managing Committee (SMC) of Govt. Middle School, Balapu, Sagalee on June 18 last.

The day-long social service saw activities such as maintenance of classrooms, teacher’s quarters, and construction of a temporary toilet for the students and cleaning of the campus.

Later, ASM cum Chairperson of SMC Tana Mariam requested the teaching staff of the school to perform their duties well. She warned of tough action against absentee staffs.

It is worth mentioning here that the school is facing many problems such as unavailability of teacher’s quarters, need for additional classrooms, shortage of teachers, lack of toilets and bathrooms and non-availability of drinking water facility.

 

EPS distributes eco-friendly pen

ITANAGAR, Jun 19: Environmental Protection Society in its constant endeavor to save mother earth recently distributed eco-friendly cum user friendly fountain pen to every head of department of Tawang and schools. The main concept of the drive was to minimize the use of plastic.

The initiative was welcomed by District administration and Army personnel. Further the Deputy Commissioner of Tawang Abhishek Dev appreciated the move and suggested the EPS members to carry forward and inculcate the sprit and culture of social upliftment.

 

AYA writes to PWD minister

ITANAGAR, June 19: The Apatani Youth Association (AYA) has expressed concern over the non-execution of various projects in Ziro plateau.

In its memorandum to the PWD Minister while drawing his attention to the non-execution of projects -- Pai Gate to Club Road, Cement Concrete Pavement Road at Ziro town (Phase II) and Mini Secretariat building at Ziro (Phase II), it asked him to direct the chief engineer, PWD Western Zone to expedite the schemes.

“We will not compromise with the quality of work. We will constantly keep a vigil eye over the quality of work being executed,” the memorandum added.

 

Union seeks college bus

ITANAGAR, June 19: Jawaharlal Nehru College Students’ Union of Pasighat in East Siang district on Wednesday called on Chief Minister Nabam Tuki at his office here seeking for a bus in the college.

In an interaction with the chief minister JNC students union briefed the plight of college. Union informed the CM that JNC has been running without a college bus for past many years and the matter had been already submitted to the higher authority but yields no result. Students also highlighted the others issues such as infrastructural, accommodation, electricity and less number of teaching faculties which hampers the students from getting better education. Meanwhile the chief minister had assured the union to look into the matter to fulfill the needs of college.

 

AHSA trounce DFC by 3-0

ZIRO, Jun 19: All Hija Sports Association (AHSA) entered into the quarter match of 47th Dree Football Tournament defeating Diibo Football Club (DFC) by 3-0 played here at Subansiri playground, Hapoli today.

Dani Tam, Pura Byai and Nada Tamo of AHSA team scored one goal each in 6th, 46th and 49th minutes respectively.

Earlier in first match Hari Sports Club (HSC) beat Dusu Nenchang Club (DNC) by 2-0. Hage Kemo scored the two goals for his club HSC in 26th and 77th minutes.

Though both teams already entered into the quarter final, this match was played for winner of the group.

Mukut Mithi re-elected to Rajya Sabha

ITANAGAR, June 19: The ruling Congress nominee and sitting Rajya Sabha member Mukut Mithi was re-elected for the second consecutive term to Upper House of Parliament. He defeated his rival from BJP Tapen Siga by 37 votes in the  RS election held in the state Assembly, Naharlagun today.

Mithi secured 47 votes against 10 votes of Siga, while two votes were rejected.

In the 60-member house – Congress has 42, BJP 11, PPA 5 and independents two. However, Kanubari Assembly seat remains vacant following the death of Congress MLA Newlai Tingkhatra.

Mithi, who is also the president of Arunachal Pradesh Congress Committee, had earlier elected to the Upper House of Parliament in 2008 and his term of office expired on May 26 this year.

Besides being the former Chief Minister of Arunachal Pradesh, Mithi was also the Lieutenant Governor of Puducherry from July, 2006 to March, 2008.

BJP flays PPA

Meanwhile, accepting the defeat in the RS election, the Bharatiya Janata Party (BJP) Arunachal Pradesh today said  BJP as the opposition party has established a good rapport by facing the RS election in the state. All the BJP MLAs have cast their vote in favour of party nominee, though  one vote was found invalid, it said.

However, BJP criticized PPA saying that the regional party which is part of the Northeast Regional Democratic Front (NERDF) having pre-poll alliance with the NDA in the  recently held Lok Sabha elections failed to uphold the very spirit of NDA in the Rajya Sabha election. “It is unfortunate that despite such an alliance with the BJP led NDA, the regional party barrenly dismembered the spirit of opposition,” said party spokesperson Techi Necha in a release.

 

 

No foul play in Rinpoche’s death: Govt

ITANAGAR, June 19:  There was no foul play in the death of His Eminence T G Rinpoche, who died on May 16, read a press release issued by office of the Director General of Police, Arunachal Pradesh today.

“As per Delhi Police preliminary findings, it was observed that no foul play was committed into the incident and prima-facie no direct involvement of anybody could be detected”, the report read adding that the Delhi Police has shared the preliminary investigation so far carried out into the incident with the Govt of Arunachal Pradesh.

The Post Mortem examination was conducted on May 17 at AIIMS, Delhi and “as per doctor’s report no foul play was found to be committed into the incident and doctor found no element of doubt in ascertaining the exact cause of death”, the press release added.

The Rinpoche allegedly committed suicide by hanging on May 16 in Delhi.

There are reports that the Rinpoche had left behind a suicide note, which could be crucial to the whole investigation. However, the content of the suicide note have not been made public as yet.

Police is verifying the finer details in connection with the incident at this stage, they assured to furnish final outcome of their investigation as and when it is concluded, the report added.

Meanwhile, the Govt. of Arunachal Pradesh has appealed to the people of Tawang and Bomdila districts to maintain peace and tranquility and to cooperate with the district administration. The precautionary call came from the government as Bomdila has already witnessed violence after the death of the Spiritual guru.

The angry devotees of the Late Rinpoche had damaged the vehicles of the three Tawang MLAs in Bomdila on May 27 and hurled abuse at them, blaming them for the death of their spiritual leader. Minister UD and Tourism Pema Khandu, Parliamentary secretary, rural  works department, Jambey Tashi  and MLA Tsering Tashi had just arrived at the Gontse Gaden Rabgyeling Monastery, Upper Gompa, Bomdila to pay their last respects when some of the  grieving devotees became violent.  

Six people were arrested later by the district police for inciting violence.

The press release further lauded the District Students Union of West Kameng and Reverend Monks of both the Monasteries of Bomdila for playing a ‘vital role in pacifying the situation after the unfortunate incident of 27th May’.

 

 

Promoting Hindi doesn’t discourage regional languages: Rijiju

NEW DELHI, June 19: As DMK attacked the Centre over "imposition" of Hindi language, Minister of State for Home Kiren Rijiju on Thursday said the new government will promote use of Hindi in all departments and public life.

He also said that promotion of Hindi language should not be seen as "undermining" other languages.

"I have taken a decision that we will give priority to the promotion of Hindi in all communications in various departments and public life because it is our official language," Rijiju told reporters here.

Asserting that the Centre will give due importance to all languages, he said, "We have to progress with our identity, culture, language and diversity. We have to move together. So, promotion of Hindi language should not be seen as undermining other languages."

Since Hindi is the national language, the government should promote it, he said, adding, "It does not mean that we are going to discourage the use of regional languages."

Earlier during the day, DMK chief M Karunanidhi opposed the NDA government's reported directive to officials to give priority to the language in social media.

Dubbing it as beginning of "imposition of Hindi", he said, "Giving priority to Hindi will be construed as a first step towards attempt at creating differences among non-Hindi speaking people and making them second class citizens."

DMK had spearheaded the anti-Hindi agitation in the 1960s in the state. PTI

 

 

A play on Arunachal’s folk tale enthrall the audience

ITANAGAR, Jun 19: ‘Abo Tani Taro-A tale of two brothers,’ a play based on the Arunachal culture and folk tales was staged at Siddhartha Hall yesterday evening. The play was staged wherein all the actors were dressed in their own traditional attires. However, for easy understating Hindi language was used with narration.

Written and directed by actor-cum-director Riken Ngomle, financed by ministry of Culture, New Delhi, the play depicts the story of two brothers Abo Tani and Taro. In this tale, Tani always steals Taro’s catch of wild animals from his trap and also on Tani’s suggestion Taro’s family gets killed. Out of anger Taro traps Tani into a Dopa (box) and drops him into the river and makes Tani’s family his own.

Though, Tani manages to free himself and returns home to take revenge. By seeing Tani’s return Taro escapes inside the earth and stays there with the Yapoms (Demons) as babysitter.

After some years Tani starts missing his brother and decided to bring back Taro from Yapom’s clutches. Together they kill the Yapoms and return home but Taro’s health starts deteriorating and does not recover.

Tani, on suggestion of his wife, goes for hunting a particular deer for Taro and reaches Tibet following the deer and meets a few Tibetan girls. The girls give him a few pieces of rock salt. Tani brings back the salt to his home and gives it to Taro. Taro loves the salt and starts asking Tani where did he get the salt from. But, he refuses to divulge. Taro then treads Tani’s steps and reaches Tibet. He meets the girls and settles there with them.

The play was of so high quality that the hard work done by the team had clearly been reflected in the play. The sound system, narration and everything was so radiant that the play had completely mesmerized the audiences for a complete one hour. Besides Tani and Taro, other characters were equally brilliant in their performance.

A graduate from National School of Drama (NSD), Delhi, Riken Ngomle, the director of the play, is a visiting faculty with NSD, New Delhi and Sikkim now. As a director, he has directed seven plays and acted in more than 30 plays, aside from making choreography for 20 plays.

Apart from having worked with eminent theatre personalities of India and the world as well, he is one the actors in the eight-member international actors’ studio (studio matejka) in Wroclaw, Poland. President AAPSU Kamta Lapung and Pakmik Taipodia ex GS GSU were present on the occasion.

 

 

Slow-pace of Niglok IGC development work irks farmers and PRI leaders

PASIGHAT, June 19: The people expressed their resentment over the slow-pace of development work at the Industrial Growth Centre (IGC) under the state industry department at Niglok village in East Siang district.

The rural farmers of Niglok, Mikong and Ngorlung villages, who have donated their fertile land for the sake of industrial development, have expressed strong concern over the alleged negligence of the state government to develop the most important industrial centre.

They said “It is better for the authority to relinquish our donated land if it is not in use”.

Presently, most of the buildings constructed inside the industrial complex are lying abandoned and in dilapidated condition for the last several years and a larger portion of land of the industrial complex are also lying unused.

The 1000 MT Capacity ‘cold storage’ and other industrial units set up inside the IGC once brought new hope to the commercial horticulturists and entrepreneurs, but inordinate delay in the installation of industrial units finally disheartened them.

The cold storage set up by agriculture department is lying defunct for the last four years in want of power supply.

It may be recalled that the state’s former Industry Minister Tapang Taloh accompanied by the top ranking industry department officials repeatedly visited the IGC and assured to take the industry to a new height of development. But, the minister had miserably failed to keep his promises.

The Pasighat West MLA cum Parliamentary Secretary for Industry (Independent) Tatung Jamoh along with industry officials of the district recently visited the IGC at Niglok and took stock of its pathetic condition. He also assured to boost infrastructure of the industrial centre for economic enhancement of the local entrepreneurs, but the government is yet to allocate fund in industry and other sectors.

The ZPMs of Pasighat-West area also held a meeting recently to discuss the industry issue. They urged MLA Jamoh to take up bold initiative for early revival of the Niglok IGC. The ZPMs lamented over the poor and meager fund allocation to the department and decided to take up the Niglok industry issue with state’s Chief Minister.

ITANAGAR, June 19: National Students Union of India (NSUI) state unit celebrated AICC vice president Rahul Gandhi’s birthday with tree plantation and social service programme at Niti Vihar here today. The NSUI team carried out social service and tree plantation in all the ministers’ bungalows.

Home Minister Tanga Byaling and Parliamentary secretary UD, housing and land management Techi Kaso and education minister Tapang Taloh also participated in the programme.

School bags distributed

Arunachal Youth Congress along with 13th (ST) Assembly Youth Congress Committee also celebrated 44th Birth Anniversary of Rahul Gandhi by distributing school bags, geometry box and fruits to the children of Govt. Middle School Lorpotung Village, Itanagar here today.

Nyamar Karbak, President Arunachal Pradesh Youth Congress cum Chairman, APB&OCWWB while distributing school bags and fruits to the children urged them to study hard to grow up to become role models of the state in future. He further advised the students to respect elders and teachers and also urged the teaching fraternity to dedicatedly perform their duties.

Responding to the memorandum submitted by School Management Committee and teachers to post sufficient numbers of teachers and sufficient fund for maintenance of school. Nyamar assured that he will take up the matter with education minister at the earliest.

13th Itanagar Assembly Youth Congress Committee president Giogi Ganga and general secretaries Kipa Mangal, Techi Tadap and Chera Tuki were also present on the occasion.

Controversial move

Since taking office as India's PM last month, Narendra Modi has taken a clear stand in support of Hindi, pushing for it to replace English as the preferred language of the new government. Hindi and English are India's two official languages for government business, although India's constitution recognizes a total of 22 languages.

Modi's government has ordered its officials to use Hindi on social media accounts and in government letters. Modi spoke in Hindi and used interpreters in meetings with South Asian leaders last month, and addressed the Bhutanese parliament in Hindi during his first official overseas trip last week. But with more than half of India's 1.2 billion people using another language as their mother tongue, the push for Hindi risks widening communication divides in a highly diverse country, especially in the southern and eastern states, where local languages or English are preferred.

Already dissident voice is emerging with M Karunanidhi chief of the Dravida Munnetra Kazhagam (DMK), a regional party in Tamil Nadu, on Thursday slamming home ministry for its social media diktat. Modi government is threading dangerous path and this discussion may backfire on them.

Let us have our share too

Dear Editor,

Despite reservation provided by the Central Government in various Public Sector Undertaking, the Authorities concern are not interested in allotting the reserved seat to APSTs. The fact came to light when the recent recruitment result was out where none of the APSTs was selected. I guess the Authority concern doesn't want to recruit any APSTs candidate.

Though I didn't appear for the exam I am really concerned because this is not the only case. BSNL did the same while recruiting Telecom Technical Assistants. There were nine reserved seats for APSTs while only 4 were selected. And I think there are many cases like these which do not come to our notice. Central Government provides us many privileges but some people would not let us get the benefits.

I think we should come forward and fight for our right. If we don't protest, it won't just stop. Just sitting and accusing won't solve the problem. This is our problem and we should fix it otherwise we are the one who is going to suffer.

The market area looks like a mental patient asylum

Dear Editor,

It is very strange to see so many mentally ill persons roaming around the market area in Pasighat town.  The rapid rise in number of people with mental health issues from outside the state make me think. How could they enter into the town despite the presence of three strong check gates in between Ruksin to Pasighat town?

Most of these persons, ostracised by the family and society roam in the town in large numbers since  the last few months. Sometimes, the market area looks like a mental patient asylum.

Most of them roam semi naked in the market area.  Why are the district administration, the police and the elected Councillors are indifferent to these people? What if one of them set a house on fire or attack a child or woman?

Through the column of your esteemed daily, I would like to request the NGOs dealing with such hapless people and also the learned citizens of Pasight town to take up needful steps to put them to a safer place where they would be given special care.

Was that legal?

Dear Editor,

I would like to draw the kind attention of the Traffic Police, Itanagar regarding imposition of fines for traffic violators. On June 17, traffic police imposed me a fine of Rs 100 for not showing them papers related to the vehicle. Since I was not carrying the papers with me, it is justified that I was fined. But I was surprised that my brother was imposed a fine of Rs 500 for the same reason and the same vehicle.

Would they allow the vehicles to just go after imposing some fine or would they take out time to check if it is stolen?

I have to share one more experience where I had applied for a new vehicle registration at the DTO office, which was delayed due to non production of Temporary Residential Certificate. I requested many times, which was not entertained.

After few months, i went to a broker and this time it was done in one day. Is it legal or No?

Appoint the right person

Dear Editor,

As a Buddhist monk, I am very proud that there is a  Karmik and Adhayatmik (Chos-Rig) department  which takes care of  preservation of Buddhism. But at the same time there is fear that it may be misused if proper care is not taken to appoint the right person to head it.  I write this letter as i have come to hear about the dilemma the state government is facing on the appointment of the next head of the department after the sudden demise of our guru TG Rinpoche.

I would like to see an educated and dedicated Rinpoche or a Geshe who can impartially serve the whole Buddhist communities of our state, occupy the chair as the head of the department.

A curse in disguise

Dear Editor,

Being an APTET passed SSA teacher is very traumatic. We have been appointed as SSA teachers in various districts centrally by the Department of Education in the month of October 2013 on the basis of being the first APTET certificate holders. We have been posted at the places where others don’t want to go, where there is least communication, where one has to go by foot to reach the destination. The saddest part of our life is that whereas other SSA teacher have got their salaries up to March 2014 and we, the APTET certificate holders, SSA teachers are still awaiting in agony for the last eight months to have our rightful hard earned honorarium. Now our sincere question to our respected State Project Director SSA that why we are treated differently from other SSA Teachers? Is being an APTET passed SSA teacher mean no payments. Are we being appointed without prior approval from Ministry of HRD from Centre? If it is so then what is the ground reality of appointing us as SSA teachers. Whatever may be the reason feedback through this daily would be much appreciated.

So lastly with a heavy heart one would begin to think that being an APTET certificate holder SSA teacher is a curse in disguise.

Panchayati Raj is no less well equipped than ADCs

Dear Editor,

The demand for Autonomous District Council (ADC) within the state of Arunachal Pradesh is a negative development as it could bring social unrest in the state because every tribe in the state is backward and no tribe is more advanced or superior than others. Therefore, instead of segregating our beautiful state, there should be demand for the status of sixth schedule for the whole of Arunachal Pradesh, where every tribe/community will have ample scope to preserve and promote their ethnic culture and tradition.

Sixth schedule as enshrined in the Article 244 (2) of constitution, provide for the constitution of Autonomous District Council for the tribal hill areas adjoining Assam where maximum autonomy has been provided to the tribals in the management of their own affairs, land, forests etc.

If the ''socio-economic backwardness'' is to be the criteria for ADCs, then many other districts such as Anjaw, Dibang Valley with only single representative; whose every affairs is under strict control of state govt and HODs who lives in itanagar; too would qualify for demanding ADCs.

One of the reasons the leaders cite for the demand for ADCs was to provide financial and administrative freedom, protection of their land, culture, identity etc. Now a question arise; protection from whom?  Is it the tribals of these pro-ADCs that face exploitations from tribals of other districts of A.P or from non-tribals from outside?

The other reason for their demand of ADCs is to authenticate rights over their Territory, which seems quite Political and devoid of any rationality. I dont think that inhabitants of these pro-ADCs are stateless refugees. And hence, need no certificate to prove their rights. They are Indigenous Citizens and tribals of Arunachal.

I think,  the existing Constitutional and Legal protection, if implemented properly, is sufficient to protect Economical and Cultural interest of the tribal groups/communities of our state;- The Traditional Village Council, works well within the general framework of the Assam Frontier (Administration of Justice) Regulation,1945. At the village level, the Social, Cultural and Legal affairs are allowed to handle with complete freedom by Traditional village authorities as recognised by the regulation.

Both the Sixth Schedule and the Regulation 1 of 1945 are provided with specific aim to protect Cultural and Social basics of the Indigenous communities of this territory. So there is no significant point of difference between Sixth schedule and the Regulation 1 of 1945 with regards to the protection of our tradition, customary laws etc.

The Inner Line Regulation of 1873, not only protects our Land and forests but it also controls exploitations of  tribals from non-tribals of the plains. Section 7  of the Regulation of 1873 stipulates that no non-tribals, other than the natives shall have interest over land and products of the land.

Also, in place of ADCs, Panchayati Raj institution works really well to bring socio-economic developments in its own style and taste. Panchayati Raj Bodies are constitutionally entrusted with the responsibility of implementing schemes for economic development and social justice with sufficient financial power. Therefore, Panchayati Raj is no less well equipped than ADCs in removing backwardness of the areas.

Jampani is an important area

Dear Editor,

By looking into two of the important issues highlighted in your news paper on Jampani area of East Siang District of Arunachal Pradesh and Mithun development activities initiated by KVK, Papum Pare in the state of Arunachal Pradesh, I would like to share with the people that Jampani area in East Siang District is an important area which needs to get adequate attention from District administration, agriculture experts, senior bureaucrats, with regard to agricultural development, processing and value addition of agricultural products because this area is literally feeding the entire districts and all farmers in these areas deserve all appreciation and applauds which needs recognition.

Similarly KVK should extend its activities in other Mithun inhabited areas of the state so that entire state get the benefits of Mithun Development which should not be confined only to Papum Pare District.
